MG Harry J. Malony U.S. Army Reserve Center (USARC), Devens, MA — represented by the Contracting Officer’s Representative (COR) and Regional Facilities Operational Specialist (RFOS)

Project Overview:

This project provides snow and ice removal services at MG Harry J. Malony USARC in Devens, Massachusetts. The objective is to maintain safe, clean, and accessible conditions across all paved surfaces, parking lots, and pedestrian walkways. Services are on-call, initiated by the COR or RFOS, and executed according to the Performance Work Statement (PWS), federal/state/local regulations, and Department of Defense standards.

The contract covers:

  • 177,813 sq. ft. of plowing (roads, lots, entrances/exits).

  • 14,229 sq. ft. of shoveling (sidewalks, ramps, walkways).

  • Application of sand/salt for ice control.

  • Clearing of critical infrastructure (fire hydrants, dumpsters, catch basins, HVAC units).

  • Documentation & reporting with photo verification.

  • Period of performance: 12-month base year + 4 optional years

Key Scope Highlights:

  • Snow Plowing: Clear to bare pavement; push/pile snow without obstructing more than 10% of parking spaces.

  • Walkway Clearing: Triggered at 3-inch snowfall, completed at storm’s end regardless of accumulation.

  • Ice Management: Salt/sand application; post-season sand removal.

  • Sand Barrels: Furnished, refilled, and maintained.

  • Critical Infrastructure: Ensure hydrants, catch basins, dumpsters, and HVAC units remain fully accessible.

  • Rapid Response: Mobilization within 2 hours of notification.

  • On-Site Supervisor: Maintains coordination, quality checks, and COR/RFOS communication.
