The Proposal Specialist Engineer supports the preparation and submission of competitive proposals for state and federal government projects. This role combines engineering expertise with strong communication and organizational skills to create compelling and compliant proposals that align with Emmaty’s strategic goals.
Summary Responsibility
- Proposal Coordination: The role involves managing the full lifecycle of federal and state proposal submissions, including Sources Sought, RFPs, and RFQs. Key tasks include coordinating with internal teams (project managers, technical staff, and leadership) to create competitive proposals, organizing strategy and review meetings, and drafting/editing technical content. A strong emphasis is placed on compliance with solicitation requirements and federal guidelines such as SF330 and FAR.
- Content Development: Responsibilities extend to building and maintaining a centralized repository of proposal resources (past performance records, technical content, resumes). Additionally, the role supports business development efforts by preparing marketing materials like presentations, brochures, and project sheets.
- Market Research: The position requires monitoring procurement opportunities on platforms like SAM.gov and BIDSPEED. It also involves conducting competitive analysis and market research to shape effective proposal strategies.
- Database and Process Management: The role includes managing proposal tracking systems, monitoring performance through win/loss metrics, and capturing lessons learned. It also requires maintaining updated knowledge repositories to continuously improve proposal development processes.
