Construction Safety at Emmaty

At Emmaty, safety is not optional—it is a core value. Every employee, contractor, and visitor is responsible for maintaining a safe, healthy, and incident-free construction environment.

Safety First Culture
  • Safety always comes before speed or cost

  • All workers have the right and obligation to stop unsafe work

  • Hazards must be reported immediately

  • Zero tolerance for unsafe behavior

Health & Safety Commitment

Emmaty is committed to maintaining the highest standards of health, safety, and environmental responsibility on every project we deliver. For the US Army Projects, Emmaty has implemented a comprehensive Site Health and Safety Plan (HASP) to protect workers, visitors, and facility occupants while ensuring full compliance with OSHA regulations and applicable federal, state, and local requirements.

The plan establishes clear safety expectations, defined roles and responsibilities, and robust oversight through qualified safety management personnel. All work is performed under the supervision of trained professionals, with strict requirements for fall protection, lockout/tagout, roofing safety, equipment operation, and the use of personal protective equipment.

Emmaty emphasizes proactive risk management through:

  • Daily pre-task planning and site inspections

  • Ongoing safety training and toolbox talks

  • Formal hazard identification and mitigation processes

  • Strict enforcement of safety rules and corrective actions

Emergency preparedness is a core element of the plan, including site-specific evacuation procedures, clearly designated muster points, and coordination with local emergency services. All incidents, near misses, and injuries are documented, investigated, and reviewed to support continuous improvement.

Through disciplined safety planning, continuous training, and strong accountability, Emmaty ensures that critical infrastructure work is executed safely, responsibly, and with respect for both people and mission requirements.

Pre-Task Plans (PTP)

Most accidents occur because workers are unfamiliar with the task, the work environment, or the required
procedures. For this reason, each Foreman shall meet with their assigned personnel at the start of every shift
to ensure that:

  • Workers understand the full nature and scope of the scheduled work.
  • Safe methods and procedures for completing the work have been clearly discussed, and.
  • All workers agree on the planned approach.

Foremen are responsible for documenting these meetings using Pre-Task Plan (PTP) forms and submitting them to the Site Safety Officer or Superintendent at the end of each shift.

Hazard Communications

All personnel assigned to this project shall receive training on applicable Globally Harmonized System
(GHS) requirements.

This includes Worker Right-to-Know training, Hazard Awareness training, and any
additional training required.

Chemical storage facilities and equipment must be properly labeled, include signage, and be accompanied by Safety Data Sheets (SDSs).

Inspections

Emmaty maintains a rigorous inspection program to ensure ongoing compliance and safe work conditions.

The Site Safety Manager represents Emmaty on the Contractor Safety Committee and participates in weekly joint inspections with the owner and other contractors. Inspection findings are communicated to project leadership, with full responsibility for ensuring timely corrective actions.

In addition, Emmaty conducts daily, weekly, and random inspections of all work areas and subcontractor activities. All safety issues are documented, corrected immediately, and tracked to completion. Repeated violations result in disciplinary action.

All equipment and apparatus are inspected before use and must be certified as safe prior to entering the job site.

Defective equipment is immediately removed from service, clearly tagged, and kept out of use until properly repaired, replaced, or disposed of.

Safety isn’t something we turn on at the jobsite—it’s something we carry with us everywhere we go. It shows up in the small choices: staying alert, protecting each other, and doing the right thing even when no one is watching.

Because our work happens in the field—alongside contractors, subcontractors, and crews working in changing conditions—we stay grounded in constant awareness and strict OSHA compliance. Our safety programs are built for real-world environments, with clear procedures for contractor safety, incident management, and heat stress prevention.

And since no two projects are ever the same, our approach isn’t one-size-fits-all. We adapt our policies to match the contract, the scope, and the surroundings—because field work is dynamic, and safety has to be just as responsive. Unlike repetitive operations in manufacturing or commercial settings, our work evolves daily—so our safety culture stays active, disciplined, and always ready. Safety follows us—and we follow it. Everywhere.
